Section XI - of Ordinance No 8 of 1871, in my opinion admits of but one interpretation, namely that which is expressed in its terms; and I see no reason why the fees for the "remuneration" of the Emigration Officer should be paid into the Treasury any more than those provided for by any other section for the remuneration of any professional persons who may be employed under Regulation IX.
If it had been the intention of the Legislative or the Secretary of State that such fees should be paid into the Treasury, words to that effect
